New Yorkers, what is the best borough to live in New York City?

I really want to live in New York City!! I'm currently 19 years old and I live in Texas right now, and I plan and hope to move to New York after I graduate from college. I should be 22 or 23 at that time. What is the best borough/place to live to New York for a person in their early-to-mid twenties? Which borough would be the most affordable? Would I ever need a car or any other personal vehicle? Thanks!
