INTERNET - Can the government "take control" of the Internet? Is it possible in theory?

Is it theoretically possible for the U.S. Government, in cooperation with corporate and/or military allies, to “take control” of the entire Internet? I’m not talking about theoretically creating a script/worm/virus that shuts down the 13 unique IPv4 addresses that provide root name service. I'm talking about a scenario in which the Internet still operates, but the government has total control. Please, be specific and provide facts, not opinions.
