Online games with clan or leadership aspect?

tell me what games you know of that have clans and not just tactical but strategic elements. I'm not looking for online team frag-fest type games like quake but for games where teams or clans can have shared resources, taxes, etc. I'm aware of muds and considering them as an option but usually if you want to start your own clan in a mud you first have to level your character up for a long time. I personally am fond of sci-fi type games but anything is good. It does not have to be a free game, though free or cheap is a plus. The most important feature is that I be able to start clans or the like with characters after not to many hours of play.
